I was reading through some of this when I found some interesting grievances.
Look particularly at the Barbagello Raceway section (funding issues) and the Scarborough, Antisocial Behaviour...no wonder the time came to close the car park...

SCARBOROUGH, ANTISOCIAL BEHAVIOUR
Grievance
MR J.R. QUIGLEY (Innaloo) [9.54 am]: I draw the House’s attention to the social problem that is occurring in Scarborough with the onset of summer and the appearance in Scarborough of a large number of vehicles. They are small Japanese cars that look a bit smaller than Escorts and have exhaust pipes about six inches in diameter. I am sure that some members will have seen these on the roads. They gather in car parks on Scarborough beachfront, particularly on Friday and Saturday nights and Sunday afternoon. I notice that they also seem to congregate outside my electorate, at the northern side of Herdsman Lake near the Powis Street exit before driving to Scarborough.
They arrive in significant numbers. I have seen them in Reserve Street car park from about 7.30 on Friday night. They appear to be menacing merely because of their numbers, but they are not breaking the law. As the night goes on, the occupants participate in what are known as boot parties in which they drink alcohol taken from the boots of cars. The smokies then start and the police arrive, but of course as soon as the police come the vehicles exit via the three exits of the car park. When the police apprehend the drivers, they are faced with two difficulties. They issue a traffic infringement notice. From the looks of some of the offenders, they probably screw it up and put it in the ashtray. They seem to have little regard for the notices that are issued because the conduct just continues. On the occasions when traffic police have effected arrests, they have then had to leave the area with those they have arrested and have been absent from Scarborough beachfront for some time while they process the arrest. It means that the occupants’ associates and cohorts can continue unbridled.

Thats fine...there are bold headings tellin you what each section is about, use the scroll and you'll find them. Patience is a virtue...
Barbagello is not very far down (the 6th Grievance) and the Scarborough Anti-social Behaviour is the 8th one down (not very far into either)...

For something 'Antisocial' he makes it sounds pretty social.

So basically he doesn't like the look of them, they are doing nothing wrong (at this point) but want them gone? if it was to do with a minority group it would be racism..

Well that would count out Skylines, Silvias, 180sx, Soarers, Supras, Chasers, WRXs, Evos, Laurels, Cefiros.....
Maybe he means those damn congregating ET Pulsar hoons?

Used to be a great event down scabz every friday night,everyone would chip in and someoe would go down the servo and buy 20+ ltrs of deisel and pour it out in the car park for the burnouts. When cops would arrive everyone would head to fountain carpark. In the 5 or so years i never seen anyone get hurt and only seen 1 fight.
It was a social event !
Bring back the good old days!

assualting a police officer charge, after he belted one in the mouth
I believe jack quigley (john quigley's son) lives in my street with his grandad (something like that anyway). Bout 3 houses down from me, used to catch the same bus and walk home with jack, hilarious guy, was in a number of 'tension' video's doing all the pranks.
Kind of your typical, "dad's important and so i can do whatever i want and get away with it" situation. I'm sure john's dad doesn't like my car either :p

When cops would arrive everyone would head to fountain carpark. In the 5 or so years i never seen anyone get hurt and only seen 1 fight.

Someone would roll through scarbs car park about 8:30 with a ute, and a 44 of old oil in the back, get to the end u turn section, drop the tail gate, kick the 44 over and drive down the other way..
end of the night there was usually another pile of empty 4l oil bottles
kings park was no better, i remember one night it being really still, no wind, and people doing skids for hours, to the point there was that much smoke, it looked like there was a bush fire in kings park, and the fire brigadge came out to check it out..
some bloke had a $200 ****ter corolla theyd been baking up hard all night, they tipped it up on its side, took the wheels they wanted off it, and left it there

That's the irony of it, go into Northbridge and you'll see people drinking themselves into oblivion resulting in pressure on the health system, fights going on taking up police resources. Yet somehow that qualifies as social hmmmm.
Sounds like I missed good times in the old days, damn I should have been born earlier.

Yep it must of been 10yrs + ago. It was so good to see 80+ cars fill kings park top carpark even allthe way down to the spiral tower and burnouts packed! Just roll though the carpark and let it rip! Then back to scarbz
for some more burnouts!
Trouble only started as soon as cops arrived!
It was good even until 2002? i spose .. remember the stugots video is like late 2002/ early 2003.
Shame a bunch of rich snobs can dictate that we lose those carparks... pricks
I remember the day off the first antilag cruise ever .. We ended in Scabs... in the middle of all those massive burnouts/ riots .. that pretty much ended Scabs.

Scarbs first for skids, get kicked out of there, go to kings park, get kicked out of there a couple hours alter, down to bernies for a burger <to this day they had the BEST burgers in perth EVER> hang around there for a while, usually a pile of rods or bikes lobbed in from a cruise, then back to kings park for more skids..

Ooooh yeah....lost count how many times I got home at 3am on Fri morning after a night of burnouts and drags :D
Kingsway to Attwell, to Motivation Dve, to Beldon Maccas...some little kid would always come out on his BMX, steal a bottle of oil from the BP near Maccas, and pour it in the carpark.
So many people used to watch the burnouts from the rooftops of the shops in the shopping centre!
