Apple is about to release their next gen of desktops & laptops, either wait for the new gear or haggle the price down to reflect this.
Also I would get a laptop, their more practical in many respects for not really much more cash.
MacBook Pro if the budget allows

Prices are flexible for end of line stuff, but yes, you'll get fuck all of new stuff, even staff get nothing worth talking about discount wise.

More seriously though if you can spend a little more cash, go the iMac (~$1400-$2000). If you want to go cheaper, a Mac Mini with a cheap PC monitor will work nicely also (~$1000)
No need to go for the higher specs, so it's really just a choice between base mac mini, 21.5" or 27"

it also depends on what he'll be doing on it? if he's at highschool doing and that's what he needs then you will be in for 2k+, but if you just need a home computer, and they want apple, well yeah, anything will do.
Basically paying 20% at a minimum for the symbol though, when you compare specs across the board

You should seriously educate your family on computers, don't buy apple because its the "cool thing". You could buy/build a dual screen powerhouse that you wouldn't need to update for years for the extraordinary prices that Apple charge for their outdated technology.
If it absolutely HAS to be an Apple product, get prepared to pay more for a lot less.

I teach on Macs, in graphic design and multimedia labs.
Sadly for most of my [animation] students, I recommend buying a PC.
Mainly for the grunt needed to push 3D, and the amount of software available for development in this area.
But if you're stuck for choice, we used to get great student 'packages' thru Murdoch uni computer shop.
Easy to buy exactly the software students need there, at student prices.
Although buying a desktop isn't very practical for most students, and he'll get more use out of it if you buy a similiar spec laptop.

Apple pays them to use their equipment. Its much like the way Cigarette companies used to advertise to children. Get them young and you'll have them for life. Then release an "updated" version of what you released previously every 6 months so that they think they need to buy it at full retail.
My daughter is banned from Apple products. Shes free to use Windows, Linux, Android or whatever else she wants. I want to make sure she has an understanding of how computers work and not be spoon fed the basics which will limit her in the future.

I've had a 27" iMac for about 4 years now, and it has been brilliant. I have also owned windows computers, but I prefer the Mac. Then again, I couldn't give a fuck about rebuilding components inside the machine and the only game I really played on it was WoW. Any other games I would just run dual boot into windows 7, although it doesn't not operate as fantastically.
I'm lucky if a single program freezes once every 2 months. On windows, something would freeze up every 2 hours. Gaming dedicated machine, go windows. If its just for schoolwork, go with whichever you prefer as they both do the job perfectly fine. Convert external hard drive to fat-32 format and you can use it on both windows and Mac.

Entire IT departments have been made redundant because of Mac infrastructure. Ease of use, long term support contracts, better volume pricing and licensing than the likes of Microsoft, IBM, Dell etc all contribute to such a large uptake of Apple equipment in education institutions. Apple certainly don't pay anyone to use their products.

alternatively you could also use a spftware like paragon NTFS for mac to read NTFS drives no worries. there are also free versions of NTFS readers for mac.

$699 Mac mini will do the trick. From there just get any old 24" 1080p monitor ($120-150), a mouse and keyboard and you are ready to go. Will cost less than $800 all up.
Also it is piss easy to add an additional solid state hard drive to run the OS from and the whole system will run a lot faster.
