Or know how I can sort out a phone bill with them? Called up a few times they are useless.

I worked there a few years ago while I was at uni.
When it comes to billing issues, you need to call the billing department to discuss the issue. Stores don't have access to all the back-end billing systems that they use to apply credits, alter bills etc.
What exactly is the issue?

Do they have an online chat? I used that to argue for $2 charge ended up getting the whole $350 bill credited because I confused the girl so much... Silly telstra

they put me on a 12 month contract and I never agreed to it, switched to Telstra and they are trying to make me pay the $274
they have online chat but then the Indians/phillipenos give you a call and transfer you to the billing department. guess I gotta keep trying.

They have to be able to provide either a written contract or a recorded phone call with you stating you accept the contract extension.

Yeah okay. Did you get your phone from Optus or a reseller like Telechoice? Some of the resellers check on customer's accounts and once they are out of their 24 month contract, they roll it over onto a 12 month contact which can be upgraded at any point for no charge. If you port out though, you're breaking contract and you wind up with the fee. Not saying that this is definitely what happened, just a possibility.
Obviously, don't pay it. I'd ask the people on the phone which store upgraded your account and when. Ask for a copy of the contract as cplagz has suggested.
Be polite to the people on the phone. They might be from overseas but they are in the most part pretty helpful and if you are friendly it can really help. If they are adamant that they can't help, let them know that you understand that there is only so much they are able to do and ask if you could please speak to a manager.
