I downloaded and watched this whole race last week. I don't know who's crazier, the riders or the spectators.

gotta love road racing, its just.... awesome!! NorthWest 500 is another one to check out.
Not 100% sure but is the Ulster GP raced for position? where as the IOM TT is a timed event.

Correct, however IOM is won on highest average speed, not time (essentially the same thing though).

Being a Ducati fanboy, I haven't noticed any 1198's or the like racing in these events. Are not allowed to compete due to engine capacity? I know WSBK puts various restrictions on cylinder/capacity to allow the V-twin's to compete against I4's etc.
