It's Not Cheating is also doing cheap copies from memory if you have an .edu account/email.

I picked up Windows 7 Ultimate OEM from Austin for $200 something start of this year.

You can do upgrades but I went for a clean install (which presumably is better when I was reading around).

MSY, PLE & Austin have Win7 Home Premium listed for $95-99, usually online only price, but you can still pick up once paid for.
Unlikely you'll need any of the extra features found in Ultimate.

OEM requires the purchase of computer components, does it not?

I have bought from Austin without buying components (online) when I upgraded my missus computer, but I guess it was on the same account I'd bought a few thousand $ worth of parts over the years...

OEM requires the purchase of computer components, does it not?

generally yes. However the purchase of a sata cable is still classed as hardware if they use that card

Austin will sell OEM without purchase of other parts. I bought my Win7 Pro OEM there by it'self.
