VSO Image Resizer

Can be added in to the Windows Shell (ie. Right click on an image and it'll be there), can also do batches of photos/images.

Don't be weak.

Photoshop.

Batch image resize. I do this every day for work. Automate > Batch > Batch Image Resize.
If you don't have the plugin, download it.
I think under Scripts > Image Processor there's a similar action.

If you've still got lightroom on your comp you can import the photos to lightroom, then export them in whatever size you like

ifran view.

Download it, use it. By far the best free Pic Viewer out there.
