how to tell if external wastegate is fukt

hey
trying to sus out why my new turbo setup wont make anything above -5psi vaccum. the waste does leak abit of at idle and seems the more i rev it the more it opens and leaks.. i took it apart and blew on the nipple and it lifted the gate as to activate it.

is there anything that is a tell tale sign its fukt ?

remove and block the vacuum line to it
