Police need a warrant signed by a judge to trace a phone like that so no, it's not easy or legal. TT and ACA would have you believe that it's just a matter of downloading a program to be able to trace someone but the reality is that it's more difficult than that and the law will bend you over if you get caught doing it.

If you're serious about finding someone it is legal - albeit expensive - to hire a PI instead.
