The report also expresses concern about:

* The increasing and disproportionate use of Taser weapons against Indigenous people. This increased from 16 per cent of Taser weapon use in 2007 to 30 per cent in 2009.

Has absolutely nothing to do with the fact that coons are more likely to be causing trouble...

What I love is that Tasers are used as a tool to 'impose compliance' and not as a substitute for lethal force.

Umm, the guy was running from Police - he deserved it.

It would not surprise me if the people who winge about their use are the same who insisted Police be equipped with them.

If I remember correctly this happened in Bunbury, should of head the public up roar about it, but yeah the dumb ass was legging it from the Police after taking a swing at someone.

No shit. The thing is though, that this all ties in with everything wrong with the police at the moment. Total abuse of power, and with the stop and search laws and the 'hit a cop and go to jail' laws they're trying to push, it's only going to get worse.
Soon we'll be seeing Judge Dredd riding around the streets of Perth...

CSB, etc.. whatever, but i got pulled up by some officers in northbridge a few months ago and just got to to stop being a dickhead, no fine no tazer, nothing.

I don't see a problem with the stop and search laws.

I have nothing to hide in my pockets, would prefer they take some weapons off of people that are carrying them.

13 times is excessive if the person being tazered is a 40kg semi conscious person, but what if the person being tazered is a 150kg jacked up on meth psycho?

An Aboriginal man who was tasered 13 times by police officers at East Perth Watch House forwarded a written apology nearly a month later to the West Australian police commissioner.

WA Police Union boss Russell Armstrong said 41-year-old Kevin Spratt wrote to the police commissioner a month after he was brought into the East Perth Watch House just after 11 (WST) one August night in 2008.

The WA corruption watchdog on Monday revealed Mr Spratt was first tasered 11 times after refusing to comply to a strip search.

An officer then yelled "do you want to go again" and Mr Spratt was tasered another two times.

Mr Armstrong said Mr Spratt wrote a letter to the police commissioner on September 26 stating he didn't want the officers disciplined and he apologised for his actions.

A spokesman for the WA police commissioner confirmed a letter had been received.

"Mr Spratt is now coming out saying he had memory loss and back pain and he's suffered for two years," Mr Armstrong told Fairfax Radio.

"I can tell you, a month later he certainly apologised to the commissioner and the officers for his behaviour and his behaviour is normal for a person who has a violent history."

But, on Wednesday, Mr Spratt said he was disgusted by the WA officers' actions during the August 2008 incident.

The two officers responsible have so far escaped criminal prosecution but have been fined a combined total of $1950 following a police disciplinary hearing into the incident.

Mr Spratt said he was disgusted the two officers had not been stood down.

"They don't deserve to hold a weapon like that if they're just going to use it like it's a water pistol," he told the West Australian.

"It's humiliating for me and disgusting."

In its report, the WA Corruption and Crime Commission found the father of seven did not remember the incident and, therefore, would not be able to give evidence in court.

It has also been revealed that a week after Mr Spratt was tasered by police officers, he was subjected to similar treatment by corrective service officers.

Department of Corrective Services have confirmed Mr Spratt was tasered 11 times on September 6 when they tried to "extract" him from his cell at the East Perth Lockup.

"The prisoner was said to be acting in an irrational and violent way. He was in an observation cell and unrestrained," a spokesman said.

According to the department, Mr Spratt refused to co-operate with the officer despite "verbal negotiations and clear instructions to allow officers to restrain him".

"He did not obey these instructions and continued trying to bite and otherwise injure the officers and resisted all attempts to restrain him even when the team entered the cell."

The department reviewed the incident and deemed the actions taken by the staff were "appropriate and in accordance with current policies and procedures in regards to this incident," the spokesman said.

Taser's aren't a compliance tool, what the fuck is wrong with everyone? They're a substitute to a gun; that is, it gets used when you're in fear of your life.

I'd like those officers who tasered the fella in jail to be tasered 9 times as well. Just so they can get a taste of their own medicine. What ever happened to hand combat or the use of battens? Everyone thinks it's funny because it's happened to a coon but what if you were on the receiving end?

Police officer faces sack over Tasers

A 53-YEAR-OLD Perth police sergeant with 36 years experience faces the sack for allegedly using Taser stun guns on fellow officers during initiation rituals.

The officer from the Rockingham Police Station, in Perth's south, has been served with a loss of confidence notice following an internal police investigation.

The notice requires the officer to show cause why Police Commissioner Karl O'Callaghan should not lose confidence in him as prescribed under the Police Act, police said in a statement today.

The officer has 21 days to reply and his response must undergo an extensive review process before a final decision is reached.

The sergeant has been with WA Police for more than 36 years.

The internal investigation into the conduct of a senior constable involved in the same matter was continuing, police said.

Both officers were stood down on full pay when the investigation began three months ago.

Two constables were also confined to office duties during the investigation.

It's alleged officers discharged Tasers directly against the bodies of colleagues to deliver a painful shock as part of an initiation ritual or for punishment.

In July, Assistant Commissioner Steve Brown said such misuse of Tasers was unknown elsewhere in WA and the alleged misconduct among a small group at Rockingham did not indicate a broader problem within the force.

WA Police this month were criticised over Tasers after video footage was released showing an unarmed Aboriginal man being stunned multiple times while surrounded by nine officers in the Perth Watch House in August 2008.

Mr O'Callaghan has said that incident was inexcusable but he has defended general WA Police use of Tasers, saying they were a safer alternative to shooting offenders with firearms.

Hate to admit it, but that's Rocko spec for ya haha... somehow I don't have much of a problem with cops tasering each other though.

A taser IS a compliance tool and that is what they were manufactured for. The Police Commissioner, the Police minister and the media are idiots to think otherwise. While they claim they aren't used for compliance tools, everyone knows they are and so they should.

I agree they are being used as compliance tools, but they're not being advertised as compliance tools by the police, police minister and media. Therein lies the problem for the police. And until the police, government and media change their mantra the public will demand the police who use these devices as compliance tools be fucked over and kicked out of the police force.

The commissioner is a hypocrite saying the conduct of the officers is not acceptable yet releasing a dirt file on Kevin Spratt.

A bullet to the knee cap is a very good compliance tool.
