I've used this one before, you can have it set up so you select all the images you want in Windows Explorer, right click then select 'Resize'. Very handy.

Lightroom will do it if you are using it for editing also.

the windows powertoy is great, highlight them all, right click and resize. i had it for winxp, and using the windows 7 64bit version now which has been tweak a little since xp.

can set whatever size, and if you want it to overwrite, or create new files.

Does the powertoy allow settings the JPEG compression level as well? I use IrfanView for my resizing as well due to the control it allows (and it's free of course like all my fave software). Can even get a plugin that will aim for a certain file size per image, that came in handy for uploading a bunch to some site that had a max file size limit.
