problem - no boost

hey guys , so my mate has a r33 with a rb25. Its got a gt3540 and all supporting mods, tuned on a powerfc. Now the problem that hes having is the car isnt boosting or boosting properly. The turbo and wastegate were taken to turbotech to get checked over and all was ok. when driving the car it seems none turbo, only hitting about 2psi of boost , theres no holes in the intercooler/hoses or anything...

any one have any idea what the problem could be?

supercrap boost gauge? :D but seriously, pressure test the whole system.
