Welding help

Ok so basically I have absolutely no experience what so ever using a welder, so obviously I do not own one. I've managed to snap the side fender bit and now the front bar hangs down, rattles and has basically made the entire front end out of alignment. I imagine it is probably and extremely simple job, but without the needed equipment or experience I am taking my chances to ask for help. I can provide payment in moneys, booze or a mean gobbie for someone to weld this up for me. Unfortunately I work a 55 hour week and have no time to get it done anywhere else during the week, so I can drive this to someone's house or they can come here. is that part of the chassis ?

would prob need a metal plate behind it as that metal looks thin as fuk.
