im guessing its used as a backing for when they put the sealant in the gap.. or to keep the rats/abos out.
i'm not too sure but i'd guess for the expansion of concrete. you cant put 2 slabs of concrete flush against each other because when it expands from heat it would just crack the concrete. as for pool noodles haha i guess they just look similar to the rubber they use to absorb the expansion?

The proper stuff is foam, that stuff would be better.Go away from this forum, you are an idiot.
Its for when they seal them up, we used to use round foam strips of various sizing depending on the size of the gap when I was doing building water proofing. Usually you would seal it up after with a bead of polyurethane sealant.

Yeah usually just a simple adhesive foam. Usually alot thinner then the width of those pool noodles. Accounts for thermal expansion.
Got piles of the shit on our site. Fucking leaks like a pingpingpingping.
And in agreeance with idiot comment.

I dont actually think thats an expansion joint. Looks to be some sort of ventilation shaft as there's rods running between the concrete. Either way it's some horrible workmanship. I'd say the pool noodles are an attempt to block what is essentially a shit looking gap.

Hmmm...I need some more pool noodles to protect edges of the car doors.
Slice them down the middle long ways and liquid nail them to the wall of the garage.

Brett_J is right. used to fill the gap in between slabs. then sealed with like a soft rubbery glue.
