The person driving the vehicle was transporting festoons. For those who dont know what a festoon is, its a beautiful decorative valance made of folded fabric that hangs in a graceful curve over the window.

To those who are involved in the appreciation of festoons, they are regarded very highly, to the point where the destruction of one in an accident is the equivalent of a person dying.
